Employment and Active Labor Market Policies for Older Adults in Korea

Abstract
The purpose of this study was to examine employment policies of government departments [MHW(Ministry of Health and Welfare), MEL(Ministry of Employment and Labor)], public institutions, local governments and private institutions for older people from the viewpoint of active labor market policy. Specifically, the study focused on how the ALMP(active labor market policy), which is divided into job-training policy, job-placement policy, and job-creation policy, are typified. Specifically, after reviewing the employment policies of the employment and entrepreneurship programs for older adults of the MHW, the Nuri Senior Social Activity Portal for the centenarians of the Korea Labor Force Development Institute, the internship program for older adults of MEL, the Hope Net program for older adults of the MEL, the job support project of the Seoul City(i.e., Seoul Employment Training Center, Seoul Life Double Cropping Support Center, Double Cropping in Urban), the employment support program for older adults of the Korean Senior Citizens Association, the programs or project were classified into the ALMP. The employment policy for older adults seemed to lack of vocational job-training policy, and thus active efforts are required in job placement and job creation policies. It is necessary to expand the projects that are not implemented among the three ALMPs by each ministry and agency.
